Global Disability History Timelines

All disabled people have the right to recognition before the law (CRPD Article 12) and to full participation in political and public life (Article 29). Disability history is global history—disabled people on every continent have organized, resisted, and shaped their societies. This page provides timelines of key dates and milestones across different countries and regions. This page centers disabled people’s expertise and is informed by disabled-led organizing globally.


Most disability history focuses on the United States and Western Europe. But disabled people have organized everywhere, and every country has its own history of policy, activism, and change. Understanding global timelines helps us see patterns, learn from different approaches, and recognize that disability rights is an international movement.


This page is organized by region, with key dates for major developments. It is not comprehensive—disability history in every country deserves its own detailed treatment. Use this as a starting point and entry into further research.

  • 1967: First personal assistance legislation
  • 1993: Act Concerning Support and Service for Persons with Certain Functional Impairments (LSS)
  • 1994: Personal Assistance Act (LASS)
  • STIL (Stockholm Independent Living) founded 1984, became global model

Ireland:

  • 2005: Disability Act
  • 2015: Assisted Decision-Making (Capacity) Act
  • 2018: CRPD ratification (one of last EU countries)
